In the heart of Saginaw County, an ambitious endeavor is poised to significantly bolster Michigan's position in the renewable energy sector, making it an attractive prospect for those living in Michigan or considering moving to Michigan. Corning Incorporated, a global leader in materials science, is at the forefront of this transformative project with plans to establish a state-of-the-art solar component manufacturing facility. This venture is not just a leap towards meeting the burgeoning demand for solar power across the United States but also a major economic catalyst for the region, promising to bring over 1,100 high-skilled job opportunities and a staggering capital investment of up to $900 million.

The initiative has garnered substantial support from both state and local entities, underscoring the project's significance to Michigan's economic and environmental landscape. In a bid to secure the necessary backing, Corning has sought a $68 million grant from the Critical Industry Program (CIP), alongside a 15-year exemption from the State Essential Services Assessment, valued at approximately $12.3 million. Further bolstering the project's foundation, Thomas Township has put forward a request for a $29 million grant from the Strategic Site Readiness Program (SSRP). This funding is earmarked for critical public infrastructure enhancements, road improvements, and other pivotal expenses, as detailed in a memorandum from the Michigan Economic Development Corp. (MEDC) dated February 27.

  


The Michigan Strategic Fund, recognizing the project's potential to significantly enhance the state's manufacturing and technology sectors, approved the initiative in a recent board meeting. This approval marks a significant milestone in the project's development, setting the stage for Corning's proposed facility in Richland Township, strategically located adjacent to Hemlock Semiconductor’s operations in Thomas Township.

This proposed facility is more than an industrial plant; it is a beacon of innovation and sustainability. By manufacturing a wide array of solar components, Corning aims to address the critical gap between the soaring demand for solar energy in the U.S. and the current domestic production capacity. The project's ambitious scope is matched by its potential economic impact, with the creation of 1,151 high-skilled jobs and a $900 million injection into the local economy, as per the MEDC memo.

The forthcoming solar component manufacturing facility by Corning Incorporated in Saginaw County is set to redefine the economic landscape of the region with the introduction of over 1,100 high-skilled jobs. Starting wages for these roles are pegged at $21 per hour, a figure that notably surpasses the region's median wage of $19.09 per hour. Furthermore, the overall average hourly wage for these new positions is projected to be $28, as stated by company officials. Beyond the attractive base salary, Corning is committed to offering its employees a comprehensive benefits package, enhancing the overall appeal of these opportunities.

The state-of-the-art facility is on track to be operational by 2028, a timeline confirmed by MEDC officials in a recent media briefing. This development is a significant milestone for Corning, a company with a storied legacy in Michigan, now looking to expand its presence within the state. Governor Gretchen Whitmer lauded the initiative, highlighting the creation of over 1,100 well-paying jobs and underscoring Corning's decision to invest up to $900 million in Saginaw County. According to Governor Whitmer, Michigan's skilled talent pool and its commitment to fostering a clean energy future were key factors in Corning's decision to establish the facility in the state, making it an enticing prospect for those living in Michigan or considering moving to Michigan. This project aligns with Michigan's ambitious goal of achieving 100% clean energy by 2040 and emphasizes the state's dedication to securing middle-class, family-sustaining jobs for its residents.

To accommodate the needs of the new manufacturing plant, a collaborative effort among Thomas Township, the city of Saginaw, and Saginaw Township is underway to enhance the infrastructure capacity in Richland Township. Thomas Township has sought SSRP incentive assistance amounting to $29 million, earmarked for critical water, sewer, and wastewater upgrades. These infrastructure enhancements are crucial for the project's success, with Saginaw city set to augment water services and extend its reach, Saginaw Township providing wastewater treatment services, and Thomas Township extending water and sewer lines into Richland Township. Additionally, Richland Township has taken significant steps by rezoning the property and establishing an Industrial Development District to facilitate the project.

   


The initiative has also been meticulously aligned with the Richland Township Master Plan and has garnered unanimous approval from both Richland and Thomas townships. This unanimous support underscores the project's alignment with local development goals and its anticipated positive impact on the community's economic and environmental well-being.

Among its notable achievements are the development of the first glass bulbs for Thomas Edison's electric lights, the creation of the first low-loss optical fiber, the invention of cellular substrates for catalytic converters, and the introduction of the first damage-resistant cover glass for mobile devices. These milestones not only underscore Corning's commitment to innovation but also its significant impact on technological advancement.

The company's storied history in Michigan is particularly noteworthy, tracing back to the World War II era. It was during this time that Corning and Dow Chemical forged a pivotal partnership to support the U.S. war effort, a collaboration that swiftly led to the creation of a new business venture. This partnership eventually gave rise to Hemlock Semiconductor, located in Saginaw County, which today stands as a leader in the production of hyper-pure polysilicon. This critical material is essential for the manufacture of solar components and semiconductor chips, underscoring the strategic importance of Hemlock Semiconductor in the national supply chain. Owned by Corning and Shin-Etsu Handotai, Hemlock Semiconductor exemplifies the enduring legacy and ongoing contributions of Corning to the state of Michigan and the broader technological landscape.

In light of the recent announcement regarding the new solar component manufacturing facility, Scott Forester, Corning's Division Vice President and Program Executive for Solar, expressed gratitude towards the supportive efforts of Governor Gretchen Whitmer, the Michigan Legislature, and the State of Michigan. The approval of incentives for this project was a decisive factor in reaffirming Michigan as the ideal location for Corning's ambitious endeavor.
